The Ulysses programme selects projects run by non governmental organisations, social entrepreneurs or international institutions in developing countries. The criteria for project selection are:
- Geographic location
- Project scope
- Skills contribution
- Learning environment
- Support
Projects are assessed against the criteria, in light of the overall composition of the project portfolio for the programme.
